Board of Directors

The Board continually seeks to improve governance standards and to promote transparency and accountability. The Board can be contacted at thedockboard@gmail.com.

Philip Delamere, Secretary

Philip Delamere (ex officio) studied sculpture at Limerick School of Art from 1989 to 1994 and worked as a visual artist, theatre designer, street theatre director and arts organiser until 2000. He became County Arts Officer with Roscommon County Council in 2000 and has been Arts Officer with Leitrim County Council since 2011. As a Local Authority Arts Officer he is responsible for devising and implementing policy, plans and programmes for arts development within County Leitrim for Leitrim County Council. Philip is also a board member of Create, the national development agency for collaborative arts and was appointed to the governing body of I.T. Sligo in 2014.

Joanna Frivet

Joanna Frivet (elected 2024) is a lawyer specialised in international criminal law, called to the Bar of England and Wales (non-practicing). She holds a Bachelor’s degree in Law from Mauritius, a Graduate Diploma in Law from the UK, and a Master’s degree in International Human Rights Law and International Crime (cum laude) from The Netherlands. Joanna is the owner of an international consultancy company established in 2018 and massage company based in Carrick-on-Shannon. Originally from Mauritius, Joanna boasts a rich cultural heritage with African, European, and Indian roots. She emigrated to Ireland in 2016 with her Irish husband to start their family in Leitrim. Joanna’s diverse background and commitment to excellence uniquely positions her to contribute meaningfully to various community initiatives.

Joanne Laws, Chair

Joanne Laws (elected 2021) is an arts writer, editor and researcher based in County Roscommon. She is a member of the International Association of Art Critics (AICA) and a regular contributor to international arts publications including Art Monthly. Joanne is Editor of The Visual Artists’ News Sheet – Ireland’s bi-monthly, printed publication for the visual arts – where she commissions new writing for an Irish arts readership. Joanne was Assistant Editor of the artist monograph, Derek Jarman: Protest! published in 2020 by IMMA and Thames & Hudson. Among other professional commitments, Joanne currently serves on the board of directors of The Dock and Leitrim Sculpture Centre and is programme extern for the Fine Art Department at Sligo Institute of Technology.

John F. McLoughlin

John F. McLoughlin (elected 2021) is a native of Arigna in North Roscommon and graduated from U.C.G. with a B.A. H. Dip in Ed. in Latin and History. He also graduated as a Primary Teacher from St. Patrick’ s College, Drumcondra. He taught in counties Dublin, Meath, Sligo, Roscommon and retired from Scoil na n-Aingeal Naofa, Boyle in August 2016. John continues to work on interview boards for all positions in the educational sector. His main interests are G.A.A. and he is a member of the St. Ronan’s club and Club Rossie. He is very interested in reading, drama and all genres of music. He is married to Catherine and they have lived in Carrick on Shannon since 1999. They are both members of St. Mary’s Church Choir. They have three children and four grandchildren.

Sarah Neary, Treasurer

Sarah Neary (elected 2024) is a chartered accountant and principal in the practice of Donal Neary & Company in Leitrim Village, which currently employs seven members of staff. The company’s client base consists of SME companies, owner managed businesses, partnerships and sole traders, across a wide range of business sectors such as agriculture, property, construction, tourism and hospitality, professional services, not for profit organisations, manufacturing and pharmaceutical. Services include audit, accounting, taxation, payroll and bookkeeping, business start-up, business consultancy, and company secretarial.

Mary Quinn

Mary Quinn (ex officio) is Director of Services for Housing and Community, Corporate Services, Culture and Emergency Services in Leitrim County Council. She joined the board of The Dock in 2015.

Mintesinot Wolde

Mintesinot Wolde (elected 2024) is a professional contemporary dance artist who graduated with an MA from the University of Limerick. He is founding director of Mintesinot Wolde Dance, a member of Dance Ireland, an Artist Panellist for Roscommon County Council, and a board member of the Galway Dance Project. Mintesinot’s notable achievements include working as a dancer from 2020 to 2023 with the renowned Japanese choreographer, Akiko Kitamura, for the dance production, Echoes of Calling, presented in Galway and Tokyo. With support from organisations like Creative Ireland, Dance Ireland, Shawbrook Residency, and The Arts Council, Mintesinot has developed his own dance pieces and artistic practices. His production, See You in the Green, was presented at Roscommon Arts Centre and the Dancer of the Dance Festival, and he was commissioned to create a dance piece, Sway, for Boyle Arts Festival 2022. Mintesinot received professional training in Traditional and African Contemporary dance from Jant-Bi Ecole des Sables African Dance School in Senegal. Prior to that, he worked for four years at Mekuria Theatre Studio and Entertainment Company in Addis Ababa, Ethiopia, as an artistic director, dancer, and dance teacher, under the guidance of Abate Mekuria.
